Collection  /Aggregation Center at production cluster: 
              
                
                  
                    - 
                      
The Collection centre will be run  by FPO / Cluster(s) / Aggregators. 
                     
                    - 
                      
The DPR will have to be submitted  by the Cluster / FPO / Aggregator with details like area / production /  purchasing capacity of vehicles / capacity in Market intelligence etc., 
                     
                    - 
                      
The Collection centers will be  constructed by the Cluster / FPO / Aggregator as per the scheme guidelines and  subsidy will be provided as w credit linked back ended subsidy. 
                     
                    - 
                      
The Collection center must be easy  access to all farmers with a minimum area of 800-1000 sqm. 
                     
                    - 
                      
In the case of the Collection  centre constructed and owned by the Department of Horticulture, the Department  of Horticulture through TANHODA will collect 2% of the commodities handled at  the Collection Centers as service charges from the authority who run the  Collection Centre.

                - 
                  
The cluster farmer will be permitted  to construct collection centre in the land owned by the farmer after getting  the resolution from the respective cluster. 
                 
                - 
                  
Functioning of the Collection  centre will be reviewed on a monthly basis by the Department of Horticulture. 
                 
                - 
                  
The produces of the cluster /  individual farmers will be sold / auctioned at these collection centers. The  bench mark rate of Koyambedu market and Oddanchatram market should be displayed  in the notice board of Collection centres. 
                 
                - 
                  
The daily auctioning time will be  from 7 - 8 AM and 2 - 3 PM or both. This will be revised by the DDH based on  ground needs. 
                 
                - 
                  
Maintain a daily record for the  quantum of vegetables arrival and the rate quoted for auction, vehicle through  which it was transported and to where it was marketed etc, in a register. 
                 
               
              Market  Aggregator: 
              
                - The Market aggregator may be FPO /  cluster (FIGs) / SHG / Cooperative / Municipal Corporation/ private skilled  entrepreneur/ unemployed youth/TANWABE groups/ others selected by following the  guidelines.
 
                - The market aggregators will be  selected through EOI or Empanelment to be called for by the CHPC./M.D.TANHODA
 
                - The DDHs of the perimetro district  will identify vibrant cluster(s)/ private skilled entrepreneur / unemployed  youth/ SHGs to participate in the EOI as market aggregator(s) by giving press  release in their respective districts.
 
                - The market aggregator's role will  be a mix of components from Post Harvest Management (Sl. No. 8) and Markets  (Sl. No. 9 & 10 ) in the guidelines.
 
                - Only Back ended credit linked  subsidy will be given based on the evaluation of DPR.
 
                - An agreement will be obtained from  the Aggregators for the proper usage of items obtained under credit linked  subsidy. If there is any violation, legal action will be taken.
 
                - The regular collection of graded vegetables  from farm gate to collection centre have to be done by the clusters / FPO /  Aggregators. A proper vegetable route may be declared by the collection centre  running FPO / Clusters / aggregators in coordination with the other farmers and  the DDH for regular collection of vegetables from farm gate.
 
                - The collection centre running  cluster / FPO / Aggregators should have a mechanism of managing the arrival and  distribution of vegetables in an effective manner, so that there will be no  left over product every day.
 
               
              Refer  vans/ Containers: 
              
                - The Market aggregators will have  their own choice of type design of the refer vans and there should display the  name of the scheme and Department / Government logo prescribed by the departmen  on the vehicle
 
                - The maintenance of the refer vans  / containers lies with the purchaser only.
 
                - The aggregators may use the refer  vans/ containers as mobile outlets as well, by duly observing Traffic Rules and  regulations.
 
                - If the cluster is willing to  purchase the refer vans/ containers, a resolution must be passed in their  meeting for the Purchase, maintenance and also for the ownership of vehicles.
 
                - The subsidy for the vehicle will  be released in three quarterly equal installments by duly checking its  performance in tune with the guidelines of the scheme.
 
               
              Retail  Outlets: 
              
                - The aggregator should identify the  retail outlets at the prime locations of Chennai/ Coimbatore cities and it  should be credit linked ventures.
 
                - The retail outlets will be owned /  long leased by the aggregators only.
 
                - Retail outlets facilitations will  be subsidized as per the GOI norms for which documents should be submitted to  the Department of Horticulture.
 
                - If it is a leased shop, a proper agreement  with the shop owner not less than 5 years (lease agreement) is compulsory.
 
                - The minimum area required for the  retail outlet may be 200 sqft.
 
                - All marketing amenities must be  provided at the retail outlets by the aggregators.
 
                - The marketing aggregator should  make facilities to run the retail outlets with appropriate personals.
 
                - The Department of Horticulture  name and scheme, logo must be indicated in the retail outlets as specified by  the department.
 
               
              Mobile  Outlets: 
               
              
                - Wherever it is not possible to  install retail outlets, and based on the demand of vegetables, the aggregators  may use the refer vans/ containers as mobile outlets.
 
                - Plastic crates and weighing  Balance have to be provided to the Mobile outlets by the aggregators.
